Alex M. Peltzer
Alex focuses on municipal and special district law with an emphasis on water and other environmental law and policy. He is the general counsel for numerous water and irrigation districts, and served for 10 years as the Visalia City Attorney, and continues today as the Assistant City Attorney. In addition, Alex represents numerous private clients in real property and water matters. He has worked extensively with all major federal water-related agencies and represented his water clients in major Federal water litigation.

Kenneth J. Richardson
Ken’s practice focuses primarily on the representation of public agency clients. He has substantial experience representing California municipalities and currently serves as the Visalia City Attorney. Ken also has extensive experience representing public agencies and private business clients in environmental and natural resource law.

James D. Koontz
Jim’s practice has focused primarily on public agency law. He serves as Assistant City Attorney. In addition to significant experience in transactional work, Jim is experienced in public contracting disputes, negotiations for acquisition, eminent domain, and code enforcement protection. He also represents private clients in various business litigation, real property, estate planning and probate matters.
