James D. Koontz

Jim’s practice has focused primarily on public agency law and with matters involving public agencies, irrigation districts and private water companies. In addition to significant experience in transactional work, Jim is experienced in several areas of municipal law, including public contracting disputes, negotiations for the acquisition and disposition of real property, eminent domain, and code enforcement prosecution. He serves as Assistant City Attorney for the City of Visalia. He also represents private clients in various business litigation, real property, estate planning and probate matters.

He is also a Real Estate Broker, licensed by the California Department of Real Estate (DRE Number 01883705). 

Jim is a member of the Tulare County Bar Association and Sequoia Kiwanis of Visalia. Jim assisted with the formation of the Visalia Arts Consortium, a nonprofit 501(c)(3) corporation, continues to provide legal services on a volunteer basis to the group and is a frequent volunteer at its events.
